The government itself after the existing the knowledge about espionage; they used this tactics to spy their enemy's country especially the moving of forces which are the responsible to protect the nations and the moving of nations.

The nations have their own intelligence agency to gather information from the hostile country. They deploying spy to work from them. The other countries use some techniques to hide the real intentions.

As you know; all countries have their own counter intelligence or known as passive intelligence; the purpose and the obligations of counter intelligence is to spy the spy of the enemies. This is what we called spy – to – spy battle.

If the government has this tactics, they can monitor as well if who are those involves in drugs, they sending a spy and pretending like a drug pushers or become a member of organize crime groups to identify the lawless elements.
