Fake products may not considered economic sabotage if the volume is minute but if the productions of fake products are metric tons might manifestation of economic sabotage. Sometimes the manufacturers thinks only to get money from the fake products without their awareness those fake products can destroy the nations. We can call this as "innocent economic sabotage" due to they have no idea those products can destroy the nations other than intentional.

If the group of people who intimidated to manufacture and sold fake products might exempt from criminal liability due to intimidation if this act was fall into criminal code. This case is very seldom.

The answer is big NO. They just add the money of the nation but has no value and no power for trade the products. The difference between the counterfeit money and the genuine was the value and the physical features as a primary security purpose.
